eDocs portal now live

The eDocs Portal is live from 17 November 2020. See schedule below for roll out sequence.

External court users will be able to use the eDocs Portal for electronic filing of new documents and to file on existing cases for all jurisdictions across the Children’s Court of Victoria, excluding child protection, and the Magistrates’ Court of Victoria.

Forms in and out of scope for eDocs

Most forms are included in eDocs. However, there are a number of forms that are not included in the initial eDocs release, but may be included in future releases of the CMS Project.

This is the first part of a broader new case management system that will be rolled out over the next few years.

The eDocs Portal is being implemented at both courts across Victoria from November 2020 through to January 2021. This means a staggered roll-out approach both for court locations and external court users. See below for more information.

The CMS project

A new Case Management System (CMS) is being developed for the Children's Court of Victoria (ChCV) and the Magistrates' Court of Victoria (MCV) as part of the state government's $1.9 billion package to address family violence, which will bring enhanced access to justice for Victorians, through stronger information sharing and improving court processes.

The project is a joint initiative of ChCV and MCV, supported by Court Services Victoria (CSV). The $89.2million project replaces the current IT systems, some of which are 30 years old. The CMS Project team is embedded within CSV to deliver a product that meets the needs of the courts.

The new CMS strengthens the ability to capture and share appropriate information across the courts and key external parties including Victoria Police, Corrections Victoria and the Department of Health and Human Services.  

eDocs – electronic document lodgement 

Electronic document lodgement, known as eDocs, s an electronic document lodgement solution that provides a web portal for external court users to securely exchange documents digitally with courts without the need for physical interaction.

This is a preliminary step being introduced as part of the new case management system that will be rolled out over the next few years. At the ChCV eDocs will be used for lodging criminal and intervention order documents.

All jurisdictions of the ChCV, including child protection will be part of the final case management system at the end of 2021.

In addition to responding to challenges impacting court operations by coronavirus (COVID-19), eDocs offers a more efficient way to lodge court documents by enabling external court users to:

  • Submit and manage case documents electronically
  • View, track and download submissions when needed
  • Receive email notifications and updates when documents have been progressed


eDocs enables greater consistency in the process of initiation of cases across all Courts in the State.

This will provide court users:

  • Timely exchange of information;
  • No need to attend court sites to submit documentation; and
  • Less paper-based administration.
